Don Boutté described the community garden that members of the St. Andrews UCC church 0f Perkasie, PA constructed in July beside the St. John Baptist church in New Orleans. St. Andrews is a Churches Supporting Churches (CSC) partner with St. John Baptist, along with CBC and four other churches in the Philadelphia area.

In a letter to Rev. Scott Hutchinson, pastor of St. Andrews, Boutté said the seeds are already beginning to develop fruit. “Your work has sparked the interest of many of the residents and some have asked how they could be helpful in maintaining the garden,” he said.

The project was organized by Chuck Hill, a member of St. Andrews who has attended most of the Churches Supporting Churches (CSC) task force meetings at CBC. Hill planned several fund-raising events to finance the trip, including the Chili Cook-Off attended by several CBC members. (CBC also contributed $1,000 from a communion offering.)

Hill recruited 13 participants at St. Andrews and made two trips to New Orleans to survey the site and to purchase building supplies that were placed in a storage facility until the project began.

The work group built a number of raised beds surrounding a meditation plot with a large cross in the center. “This is only phase one,” Hill said. Phases two and three include planting fruit trees, installing benches and a tool shed, and possibly providing an on-site water source. The garden was built on an unused parking lot adjacent to the church that already had a chain-link fence on three sides. The group installed a picket fence on the front of the property.

Hutchinson said the trip was more than a work project; it was a spiritual high point for the participants. In a sense, we didn’t want to face the pain in New Orleans, he said, and there was a lot of introspection once the group arrived, Feelings came to a head when the group visited the recently rebuilt home of Rev. Charles DuPlessis (a CSC pastor who ministers in the Lower Ninth Ward). “We moved beyond being ‘missionary tourists’ and discovered why we were there,” Hutchinson said.

“On the way to the airport,” Hutchinson continued, “Chuck pulled off the highway and said, ‘We can’t go into the airport without stopping to pray.’ And everyone prayed.”

Boutté told St. Andrews that the rewards from the community garden will go beyond the vegetables and fruits that are harvested. “We have been able to begin the discussion of healthy lifestyle choices within the community,” he said. “Thank you for sharing in our vision of holistic ministry.”

A Healing Retreat for New Orleans Pastors

A four-year-old dream became a reality for Rev. Don Boutté, executive director of Churches Supporting Churches (CSC) in late June, 2009 when 29 New Orleans pastors gathered in Alexandria, LA for a mental and spiritual health retreat.

On his very first visit to CBC, Boutté told CBCs task force that mental health was one of his top three concerns. He was dealing with suicide, homelessness, gang violence, divorce, and school truancy on a weekly basis and didn’t know where to turn for professional help that was no longer available from New Orleans’ boarded up clinics and medical offices. He was not alone in his struggle. Other CSC pastors faced similar problems, while simultaneously dealing with a personal loss of family, home, job and congregation.

The CBC task force tried to find solutions. James Craig went on-line and discovered that the University of Missouri was training Gulf Coast peer counselors through its International Center for Psychosocial Trauma. CBC paid for Rev. Clifford Jones, associate pastor of St John Baptist, to attend their week-long course. At the same time, Sandy Bauer contacted some of her social work colleagues in New Orleans to see if they could find professionals to whom CSC pastors could make referrals. Later, Bauer used a week of her sabbatical to visit New Orleans with her colleague, Linda Ralph-Kearn, to survey both needs and resources.

Following their trip, Bauer and Ralph-Kearn met with the co-chairs of CBCs task force to discuss ways to respond. Bill Stayton and Marcus Pomeroy also attended the meeting. The conversation moved to a discussion of Boutté’s wish, shared at the Baptist Peace Fellowship Summer Conference, that the CSC pastors be given training similar to the clinical pastoral education courses provided in most seminaries. Stayton offered to take this idea to Morehouse School of Medicine where he had just accepted a position. He proposed a series of four three-day retreats covering not only the ways pastors could respond to their constituents but also the ways they could find healing for themselves.

Stayton was successful in communicating this need at Morehouse and he received offers of help from other professors as well as funding from a special Katrina fund at the School of Medicine.

The first retreat enabled the pastors to share, sometimes for the first time, the pain they were experiencing, according to Bauer who served as an evaluator for the funding source. In a recent report to the CSC Task Force, she identified several themes that emerged: tension between needing to care for others and needing to care for themselves; dealing with loss; coping with trauma; a sense of injustice; and questioning--as well as drawing strength from—their faith.

These themes were addressed in the three components of the retreat: Spiritual and Theological Renewal (in which Pomeroy was a resource leader); Mental and Emotional Health Renewal (led by Dr. Ruth Shim of the Morehouse School of Medicine); and Personal and Relational Renewal (in which Stayton was a resource leader). Each session began and ended with “Consciously Resting Meditation” led by Dr. Kofi Kondwani of the Morehouse School of Medicine. Dr. Walter Fluker, chair of Leadership Studies at Morehouse closed the retreat with an inspirational talk. It is noteworthy that all of the Morehouse participants donated their time, an $8,400 contribution according to Stayton.

Boutté described the retreat as a “phenomenal success.” In a letter to Bauer, he said: “The pastors engaged in a way that I could not have imagined would have happened. The self-disclosure that occurred during the sessions was inspiring and healing. The pastors left the retreat feeling invigorated and empowered.” Pomeroy added that many pastors hoped this sense of empowerment would enable them to change the face of New Orleans.

Stayton is already seeking funding for three more retreats. Meanwhile, for Boutté as well as the CBC task force, the first retreat has proven to be a hopeful response to a dream born in the agony and frustration of ministering to a people who have been marginalized and dispossessed since Hurricane Katrina.

Partners To Welcome Delegation

A “bang-up party” on October 18 will allow St. John Baptist’s Pennsylvania Churches Supporting Churches partners to meet and mingle with 15 youth and adults visiting from New Orleans. The party will be a combination potluck dinner and fundraiser for the St. John Baptist after-school music program for at-risk youth, with entertainment provided by several area musical groups as well as by youth musicians from St. John Baptist led by their music director, Hezekiah Brinson.

College Visits and Service Projects

The delegation arrives in Philadelphia late on Wednesday, October 15. On Thursday, the youth will visit Eastern University and Temple University. The adults will meet with the CBC Senior Support and Service Corps in the morning and explore community gardens in West Philadelphia in the afternoon with Rev. David Braneky, pastor of CSC partner, Lansdowne Baptist. Members of CBC’s Churches Supporting Churches Task Force will join them that evening for a potluck dinner at the Prima’s.

On Friday morning the youth will be taken to Lincoln University by members of CSC partner, Saints Memorial Baptist Church, while the adults visit Urban Promise in Camden where they will discuss this organization’s after-school music program and youth leadership program. Youth and adults will come together for lunch at the Reading Terminal Market to get a flavor of Pennsylvania cuisine followed by a classic tour of the Liberty Bell. A National Park Ranger will lead them on the "Quest for Freedom: Slavery and the Underground Railroad in Philadelphia" tour to be followed by a visit to Mother Bethel and the Richard Allen Museum. The adults will eat out for dinner while the youth will go to a Phantoms hockey game with Chuck Hill and youth from CSC partner, St. Andrews United Church of Christ. That evening Marcus and Nancy Pomeroy have invited the pastors of the CSC partner churches to join Laurie Sweigard and themselves in an evening with Don and Joyce Boutté.

Policy Link Workshop

Saturday morning provides an opportunity for adults from all the CSC partner churches to join adults from St. John Baptist in an advocacy training workshop led by Annie Clark, the associate director of Policy Link. Rev. Boutté is a staff member of Policy Link and the workshop has been scheduled to meet one of the priorities he lifted up for our work with Churches Supporting Churches. Policy Link has been particularly helpful in bringing to the attention of state and national legislators the need for equitable development in reconstruction from Katrina’s devastation, particularly as this relates to affordable housing.. Call Kathy Cleveland at the CBC church office (610-688-0664) to indicate you are planning to attend. The workshop runs from 9:00 a.m. to 12:00 noon.

The Welcome Party

The Welcome Party on Saturday evening is scheduled to begin at 6:00 p.m. No reservations are necessary. Just bring something to share at the potluck. Beverages will be provided.

In addition to the potluck, some “awesome cooks” (Rev. Boutté’s description) from the St. John delegation will be whipping up New Orleans dishes for a New Orleans Tasting Table, with small portions offered for $1.00.

Entertainment will be provided by the Soulé Haitian-American Gospel Ensemble, Zion Baptist Church Mass Choir, Arcadia University Exalted Movement and the Annointed 4, the CBC Jazz Band, and youth musicians from St. John Baptist.

Fundraising activities, in addition to the New Orleans Tasting Table, include a Silent Auction and a Line-Dancing Competition.

Child care will be available for the entire evening.

The delegation’s visit promises to be a unique opportunity to offer hospitality and friendship to a people whose faith has been tested beyond what most of us have imagined possible. We need to give them a respite from their daily struggle with healing and survival and we need to open ourselves to learning how to develop what our recent sermon series has described as a “faith for hard times.”

UPDATE FROM REV. Statewide, more than 2 of every 3 face the same predicament.
• Statewide, the average Road Home applicant fell more than $35,000 short of the money they need to rebuild their home. The shortfall hit highly flooded, historically African-American communities particularly hard.
• Nearly 40,000 low-income homeowners received an average of about $27,000 each from an additional Road Home grant program designed to help vulnerable residents.
• Renters still face huge hurdles—only 2 in 5 damaged affordable rental units statewide will be repaired or replaced with recovery assistance. In the New Orleans metro region, it’s an even more dismal rate of 1 in 3.
• The national credit crunch and personal financial vulnerability keeps many mom-and-pop landlords from being able to rebuild through the small rental repair program. Meant to restore more than 10,000 rental homes, the program has completed only 82.
• Nearly 28,000 families nationwide still rely on disaster rental assistance, with 14,000 in the greater New Orleans metro region alone. There will not be nearly enough affordable rental units on the market by the time the assistance runs out in March 2009.

Public Policy and Justice: The Case Study of New Orleans

People from around the country, from Seattle to Rochester, from Missouri to North Carolina, participated in the workshop on "Public Policy and Justice" at the Baptist Peace Fellowship Summer Conference in Montréal. Rev. Donald P. Boutté, executive director of Churches Supporting Churches (CSC), shared stories of his work with CSC, Policy Link, and the Equity and Inclusion Campaign on equitable redevelopment of the Gulf Coast.

Affordable housing remains a profound need for those with limited and low incomes. The current plans are shockingly inadequate: funds have been allocated to restore only 1 out of 3 deeply affordable housing units in New Orleans. Recent legislation offered by Louisiana Senator Mary Landrieu, The Gulf Coast Multifamily and Assisted Housing Recovery Act, supports affordable housing for the elderly and disabled.

Jobs and infrastructure rebuilding are two great needs for the restoration of a livable community. California Representative Zoe Lofgren offered legislation, The Gulf Coast Civic Works Act, that supports the creation of 100,000 new jobs and supports job training in infrastructure rebuilding. Although for the most part funding for youth has been left out of Gulf Coast rebuilding efforts, this bill provides for a youth Conservation Corps with job training in wetlands restoration.

For information on The Gulf Coast Multifamily and Assisted Housing Recovery Act, see the Equity and Inclusion Campaign's summary of S. 2975.

For information on The Gulf Coast Civic Works Act, see the Equity and Inclusion Campaign’s summary of H.R. 4048.

For general information about Gulf Coast advocacy, see the workshop handout. Boutté in Washington, D. C.

Sitting straight-backed, excited, and a bit nervous, we all focused on the head of the conference table in Senator Specter’s office suite as we engaged in conversation with legislative aide, Alex Helpman. We had exhausted our understanding of the problems with current housing initiatives and challenges in Gulf Coast rebuilding turning to Rev. Boutté for his response to Mr. Helpman’s focused, thoughtful questioning. After 30 minutes of intense dialogue, a platform for Rev. Boutté to explain the nuances of the current failure and the ongoing need for federal housing legislation concerning Gulf Coast rebuilding, we left Senator Specter’s office invigorated and appreciative of Mr. Helpman’s careful attention.

Seven CBC members, including Pastor Laurie Sweigard, participated in the legislative lobbying day organized by the Equity and Inclusion Campaign. In the Senate we advocated for funding to address the chasm between need and availability of affordable housing. We met with Senator Specter’s staff; Senator Casey was already on board as a cosponsor of The Gulf Coast Housing Recovery Act of 2007. In the House we advocated for The Gulf Coast Civic Works Act, legislation that would fund job development, especially in infrastructure rebuilding and in environmental restoration (H.R. 4048). We met with Representative Joe Sestak’s staff, Representative Jim Gerlach’s staff, and Representative Paul Kanjorski’s staff. All were receptive and attentive.

The vision of partnership and accompaniment blossomed into a reality that day. As constituents, we had provided access to Pennsylvania congressmen for our partner, Rev. Boutté, who brought his expertise and experience to the conversation; together we gave voice to the needs of the struggling Gulf Coast community. We ended the day with a bit of faith restored in the democratic process and with a reclaimed commitment to our participation in the process.
(Note: None of the Representatives have co-sponsored The Gulf Coast Civic Works Act; our work continues.)

<link rel='alternate' type='text/html' href='http://stjohnpartners.blogspot.com/2008/08/cbc-members-partner-with-rev-boutt-in.html' title='A Day of Gulf Coast Advocacy, April 24: CBC Members Partner with Rev. Joe Howard, at the revival some members of the CBC work group attended at the St. John Baptist Church on Wednesday evening. Reflecting on the shipwreck Paul and other prisoners survived by floating to shore on pieces of their storm-ravaged ship (Acts 27:44), Howard drew a parallel between Paul’s experience and that of the residents of New Orleans who are attempting to recover from the “shipwreck” of Katrina. For those in our group who heard the sermon, the phrase "We can make it on broken pieces" shaped our experience in New Orleans and provided a realistic goal for our week of repairing houses.

There were certainly many broken pieces in New Orleans. Staying in a dormitory at the Hartzell United Methodist Church in the Lower Ninth Ward exposed us to these pieces in ways our earlier trip had not. The church was one of the few structures still standing and still occupied in a wasteland that stretched for blocks between the Intercoastal Waterway and the Industrial Canal. As we walked through the neighborhood we passed an abandoned elementary school, a once-shaded basketball court, a playing field where lights on poles that were still standing pointed to a history of night games, a deserted pharmacy with an “open” sign still in the window, several abandoned churches, and piles of artifacts outside bulldozed homes that included a child’s pocketbook, Christmas decorations, and a muddy sneaker.

At one of the homes where members of our group made repairs, a tree still lay on the roof and buckets in a bedroom collected water from the hole it gouged in the ceiling. There were overgrown weeds outside and black mold inside and the owner, Debra, lived without hot water (the tank was stolen) and suffered from asthma and walking pneumonia.

We discovered, however, that some people are picking up the pieces. As a few of us arrived at St. John for a luncheon with Churches Supporting Churches pastors, we came upon the executive committee of CSC preparing a grant proposal for construction of homes in one of the 16-square-block areas they are committed to rebuild. Later in the week we met with Hezekiah Brinson, the music coordinator at St. John Baptist; Rev. Boutté; Dorothy Waters, chair of St. John’s education committee; and Jacqueline Robinson, president of the choir, to plan an after-school music program for at-risk youth.

Some of us also attended a meeting of the Holy Cross Neighborhood Association where committee chairs reported on houses that are being rebuilt, a community garden project, crime prevention activities, and Quick Start grants. The day before, we cut lawns and weeded lots in an adjoining neighborhood. The city has the right to tear down any homes where the grass has not been cut, even though the owners are still trying to find a way to return to the city from the places they were sent following the storm. The Lower 9th Ward Neighborhood Empowerment Network Association (NENA) administers a volunteer landscape program to save these homes.

The builders in our group literally picked up the pieces for two members of St. John Baptist. Brenda received a new roof that allowed her to begin replacing wall board inside. Debra’s roof was patched, the damaged room cleaned, and the outside landscaped. Meanwhile, Jeff Kimsey-Carroll videotaped both the devastation and the repairs for a DVD to be produced by the Baptist Peace Fellowship that will draw connections between the problems in New Orleans and similar problems, often on a smaller scale, faced in many communities today.

As we reflected on our experience over pizza the last night in New Orleans, we realized that we have sometimes bought into the image that is so popular among planners in this devastated city: the blank slate that erases the history of peoples’ lives and institutions and provides a clean palette for educators, developers, and politicians to impose their idealistic (or materialistic) plans on a desperate population, reaping individual fame and fortune. Instead, we can help the people we have met use the broken pieces to shape for themselves a community that sustains their physical and mental well-being. The word emerged early in our discussion at Central Baptist Church of what it would mean to become a partner in Churches Supporting Churches (CSC). Several terms had been suggested—friendship, mission, covenant, solidarity—but when someone said “accompaniment” we instinctively knew this was the word that would best describe our relationship with St. John Baptist Church in New Orleans.

Our understanding of accompaniment is grounded in our long relationship with the people of El Salvador. In the mid-1980s, Central Baptist hosted a Salvadoran refugee as a part of the Sanctuary Movement. In the first few weeks that Mauricio lived in an apartment behind our worship commons, volunteers provided round-the-clock security by staying in the apartment with him. During our four-hour shifts, we learned to communicate with him in Spanish and sometimes taught him English; we watched television with him; we ate with him; and some volunteers slept overnight in a room that joined his apartment. We didn’t have any agenda; we were simply present in accompaniment.

Later some of us traveled to El Salvador with the SHARE Foundation(1) to visit refugees from the war that was raging between the FMLN and a Salvadoran military that was financed and trained by the U.S. Our task was to support these refugees by listening to their stories of torture and deprivation and then share the stories with faith groups in the United States in order to raise their consciousness about the consequences of U.S. policies in El Salvador. Later, when the refugees left the camps in Honduras for their villages in El Salvador, SHARE delegations physically accompanied them across the border, carrying their furniture, their chickens, and the building materials salvaged from their refugee housing. Ron Morgan, a member of Central Baptist, participated in several of these delegations.

“The war was still going on and the army didn’t want the refugees to go back to their homes,” Morgan says, “but they wanted to claim their own property.” North American volunteers accompanied them as they met with representatives of the United Nations Commission on Refugees and with Salvador government officials who finally allowed them to return to their villages. “They had been in the camps for eight or nine years and they wanted to be in places where, when the war was over, they would have a say in what happened.” Morgan says. “When the war did end, they were able to till their land because they were living on it.”

Morgan refers to this kind of accompaniment as walking alongside others. “You don’t go with any answers,” Morgan says. “You go to be present. If somebody there wants you to be a part of their solution, you offer to do this.” It is a practice that Central Baptist has continued in El Salvador for 24 years. (To learn more about Central Baptist's relationships and experiences in El Salvador, visit www.salvadorpartners.blogspot.com)

Rev. Scott Hutchinson, pastor of the CSC partner congregation, St. Andrews United Church of Christ in Perkasie, PA, participated in a similar form of accompaniment in El Salvador. A former member of Witness for Peace in Nicaragua, he was searching for a way to connect with faith communities in El Salvador when he was invited to work with the Baptist Association in El Salvador (Asociacion Bautista de El Salvador). On his first full day in the country he was traveling to a resettled area to meet with refugees when his group was stopped by the military, held at gunpoint, and menaced. “I remember thinking that any sense of revolutionary tourism I might have had was over right then,” Hutchinson says. But his second thought was, “Some Salvadorans face this kind of harassment every day.”

Hutchinson’s insight came from the simple act of walking alongside others. He describes it as a kind of immersion, a term that was echoed by a Salvadoran friend to whom he related the experience. “So you were baptized,” the Baptist friend said.

By walking with the Salvadoran people, Hutchinson was able to join them in finding ways to respond to the terror they were experiencing. One of these responses was the creation of the Urgent Action Network that bombarded the U.S. Embassy with telegrams when someone they knew was arrested or “disappeared.”(2)

For Hutchinson, accompaniment was a life-changing experience. “The illusion of self reliance and autonomy was stripped away,” he says. “I read and heard the Scriptures differently. I could never completely return to life as I had known it.”

This kind of transformation is one of the rewards of accompaniment, Hutchinson believes. You can really understand others when you walk in their shoes, he says, and this is true for the people with whom you are walking, as well. He describes a Salvadoran who learned something about North Americans from his encounter with him. “It must really be hard to be a Christian in the United States,” the Salvadoran said. “Here our situation is very unjust but our choices are very clear. Where you live, the decisions are much less clear.”

Being present, sharing stories, walking together, being part of someone else’s solution, transformation, mutuality—these are all a part of the term “accompaniment” as we have come to understand it. But how does it relate to our experience as partners in Churches Supporting Churches?

At a recent meeting of our CSC task force, we tried to spell this out. “You can’t assume you know what’s needed,” James Craig suggested, “and this sometimes leads you in new directions.” He recalled the meeting in which Rev. Don Boutté, pastor of our partner church, St. John Baptist, identified priorities for our work together. One of his needs was help with trauma counseling. Craig, a social worker who is employed by a medical insurance company, researched this and was able to direct Boutté to a series of free workshops. Sandy Bauer, a professor of social work, also worked on this objective by compiling a list of agencies in the St. John Baptist neighborhood and by assigning her students to compile bibliographies on trauma.

Bauer also suggested another aspect of accompaniment. “It’s communicating, not just doing,” she said. Some people expected us to send a work group to build houses as soon as we joined CSC, she recalled. It was hard for them to understand the importance of communication in building a relationship that serves as a foundation for working together on physical projects.

Ginny Leonard suggested that the term implies respect based on an understanding and acceptance of differences. She recalled a family situation in which she and her husband became much more comfortable with two of their relatives after they had visited in their home and walked in their shoes.

To Stephanie Powell, accompaniment is something like the relationship one has with your friends. “You can’t do your friends’ work for them but you can walk with them as they do it,” she said. Those who got to know Rev. Clifford Jones, assistant pastor of St. John Baptist, at the Baptist Peace Conference affirmed the value of this kind of accompaniment.

In many ways, we are able to define what accompaniment can mean but we are still struggling to apply the term to our work with Churches Supporting Churches. We have had to learn, for example, how to be patient as we work through priorities and procedures with our partner church. We have had to discover how best to communicate: how to use email effectively but not excessively; how to sense when such personal communication as conference calls and visits is helpful; how to communicate economically among our task force and church by establishing a blog. We have had to learn how to relate to a network of area churches that are also partnered with St. John Baptist, accompanying them in our common mission.

This learning experience has been rewarding. We have been amazed at the resources we have been able to uncover when we have become aware of a need to which we can respond. We have marveled at the number of people who have offered their skills, time, and money to a mission they have come to understand and embrace. And we have been awed and humbled by the people of New Orleans whose faith offers hope where others see only despair.

The term “accompaniment” has taken on a new significance for us as we use it in a new context and we are still discovering the full implications of this. But, for us, it seems to be the best way to respond to our mission in Churches Supporting Churches.

--Jan Corbett

1 The SHARE Foundation is an international non-profit organization that accompanies poor communities in El Salvador as they work for economic justice, democracy and sustainable development alternatives at the local and national levels.

2 The disappeared were not those who voluntarily left their communities but those who were physically removed by the military and later found murdered. If there was an attempt to rescue them within 24 hours, they were often saved.

New Orleans Trip

The Churches Supporting Churches task force invites you to consider making a trip to New Orleans in late March.
> Take part in a 3-day work crew organized by Churches Supporting Churches (March 25, 26, 27) to do construction and rehab work on houses that belong to three members of St. John Baptist Church. We will be working with other groups from the national network of churches related to the Baptist Peace Fellowship.

>Attend the Alliance of Baptists Convocation (March 28, 29, 30) that will immediately follow the work projects.

>You will also have a chance to spend time with our partners from El Salvador, Ruth and Alex Orantes, who are coming to New Orleans at the invitation of the CBC Salvador Partners mission group to meet Rev. This means that a local ABC congregation can send their contributions with their other mission giving and receive "credit" for their CSC gift as part of their ABC mission giving.

The New Orleans Diaspora

An article in Tuesday's New York Times Vivian, who worked very closely with Martin Luther King, Jr. in the civil rights movement. Here is what he said when interviewed about the origin of CSC:
"I was watching television as everyone else was for a couple of weeks just after the storms of August 2005. I realized that no one had even noticed the destruction of the churches. There were no pictures shown - there were no pastors interviewed - there was nothing to acknowledge that churches and all they represented had been destroyed. Their buildings were destroyed, their parsonages were destroyed, their people were scattered throughout the country - that moving of people from their homes was the only thing that was done on any scale. It was clear that the intent was to replace black people - let's say it like it is because racism was basic to this thing - they were intent on taking property from the poor and giving it away - to the government, to upper class whites, to the oil industry.

At one point it occurred to me that they were even dividing it up - I could see them giving the Ninth Ward to the oil industry, downtown to the people with money. It was clear that no one intended to rebuild the city on behalf of the people who lived there - there was not, and has not been, money given to help the poor return - there was not, and has not been, preparation for their coming back. These people were left with nothing in a place they didn't want to be and there has been no preparation made for their return to the city.

And so I woke up one morning with the idea of CSC - the idea of getting three churches up in twelve different neighborhoods as quickly as possible. Churches to serve as a force - as community bases - as places to worship and as centers of community rebuilding. These reopened churches would be led by a cadre of ministers ready to push issues. We formed CSC with 36 churches that have lost everything."

New Orleans is facing a major housing crisis.

Rents are double or triple what they were before the storm. Many families are still shut out of their former homes in public housing. Homeowners are struggling with huge insurance costs. They face a gap between the cost of rebuilding and their insurance payouts and the Road Home grants. Several people I spoke with said the grant money they had been promised never materialized. As we toured the areas still affected by Katrina, it was very powerful. We came upon what looked like a field you might see here in Perkasie, only under closer inspection you could see the cement slabs where houses had been and families had lived. One sight that stayed with me was a set of steps behind which was a cement slab with concrete pillars that had supported a house. It looked like steps leading to a cemetery - the death of a family's dream.

I was impressed by the spirit of the people we met. We were warmly welcomed and individuals were willing to share their stories. As Rev. Boutee, Pastor of St. John Baptist our partner church, said in his Sunday message, "It's not the end of the road it's a bend in the road."

<category scheme='http://www.blogger.com/atom/ns#' term='report from Rev. Boutte

Once again I would like to thank you and your congregation for participating in the Churches Supporting Churches (CSC) initiative. This memo is to give you a brief update on the progress of St. John Baptist Church and our work with CSC.

It has taken us six months to get the utilities on in the sanctuary; however we finally achieved this feat in the month of July. So our congregation can now worship in a more comfortable setting. About sixty-five per cent of the former membership has returned. Many of the members who have not returned are still having difficulty finding affordable housing. In addition to the members who have returned, we have also taken in new members since we moved back into the sanctuary. I am hopeful that within a year the church will be very close to the pre-Katrina membership.

In light of the changing demographics within our community, I have had to change the strategy for the redevelopment of the congregation. First, it was necessary to structure ministry more inclusive of the seniors. We are calling this ministry the “Seasoned Saints Ministry.” Currently, there is not as much weekly activity as there was before the storm; however the seniors are reconnecting to each other in a deeper way. Secondly, I am currently doing outreach to teenagers and young adults. On August 13th a focus group was conducted with ages 17- 25 to determine their values and how to craft a ministry to meet their needs. This endeavor was done in partnership with Public-Private Ventures out of Philadelphia. I have also hired a musician and the choir will began singing in worship the first Sunday in September. Hopefully this will also be a vehicle to attract youth and young adults. Please be advised that I am using the monthly contributions from the CSC partners to help finance activities for the redevelopment of the youth and young adult ministry. Thirdly, I am preparing for a church audit. The storm destroyed all of our church records. Thus it was necessary to get copies of bank receipts and other legal documents. For about fourteen months the leadership of the church was dislocated across the country. We held meetings via conference calls but as we reassembled our documents, records were stored in various places. To date, we have a central place for our records. So as the church becomes operational again I want to make certain that our fiscal records are in order. Lastly, the congregation will have a rededication service mid September to ceremonially transition back into the sanctuary.

Presently the greatest challenge we are facing is the exponential increase in insurances. The insurance has doubled on the church van; the hazard and flood insurance has more than tripled. The high cost of insurance is a major problem throughout the Gulf Coast Region not only for churches; this has affected the reopening of small businesses and the redevelopment of affordable housing.

The work of Churches Supporting Churches (CSC) has become more intensive as we approach the gubernatorial forum scheduled for September 30th. I have been pleasantly surprised at the amount of interest this event has generated. I have taken some preliminary quotas and it looks like we will reach our goal of one-thousand congregants.

We have invited the four top gubernatorial contenders. To date, the two democratic candidates have confirmed. We are still awaiting a response from the republican candidates. Policy Link has allies in Baton Rouge and they are working with us to get the republican candidates to the forum. We are hopeful that by the end of August we will have all of the candidates confirmed.

The CSC affordable housing initiative is also proceeding well. We have met with several developers to get cost estimates for the development of the four target areas. Estimated costs are more than we anticipated but there are some revenue streams that we are pursing to determine if we can put a package together for financing.

In July, a small delegation of ministers attended the Industrial Areas Foundation –
10-Day National Training held in Chicago. The training helped them see the importance of equitable development and why broad-based organizing is necessary for public policy change. These ministers returned with a renewed commitment to the work of CSC and the rebuilding of New Orleans.

On August 2nd, I was invited by the National Council of Churches to give testimony on Capitol Hill before the Budget Finance Committee. I have attached a copy of my testimony. This may help inform you of the challenges New Orleans faces in redevelopment and what precludes the return of those in Diaspora two years after the storm.

Lastly, I want to thank Dan Prima for the laptop computer and printer. The equipment has been very useful particularly during this period of preparation for the September forum. Also please let Keith Dodd know that I have not forgotten about the website and as soon as I am through with the church audit I will be in touch. Kalima and I have discussed the October date for the policy training at CBC, however I would like to wait until mid September to look at dates because I have to focus on the gubernatorial event at this point.

I know that this is a very brief report; still I hope it will be informative in some way relative to what we are doing in CSC. If there are additional questions please do not hesitate to contact me

<link rel='alternate' type='text/html' href='http://stjohnpartners.blogspot.com/2007/08/report-from-rev-boutte.html' title='Report from Rev.
